A native of Richmond, VA, she was a daughter of the late Peter Waverly and Hattie Owens Jones. She moved to Asheville in 1937, where she was active in PTA, Girl Scouts, the Memorial Mission Hospital Auxiliary, and other civic groups. She was a former member and past president of the Woman's Civic Club, a former member of the Asheville Garden Club, and a former member and past president of the Asheville Chapter of Ikebana Internation al. She was also a member of the Society of the Lees of Virginia and a member of the Black Mountain Presbyterian Church. Her first husband, Joseph Travers Chiott, died in 1961.

She was married in 1967 to David Everett Black, who died in 1984. Mrs. Black is survived by one son, J. Travers Chiott of Asheville; one daughter, Martha C. Borawa of Asheville; six grandchildren and three great-grandchildren.

Services will be held in the chapel of Morris Funeral Home, Asheville, at 2:00 p.m. Friday, November 29, with Dr. Arthur F. Fogartie officiating. Burial will be in Lewis Memorial Park in Asheville.

Eastman at Central William C. Eastman, a teacher at Central State Hospital in Petersburg and a retired Army master sergeant, died of a heart attack Monday at a local hospital. A native of Providence, R.I., Mr. Eastman joined the army as a young man, and his subsequent military career spanned both the Korean and Vietnam wars. Mr.

Eastman married Shirley Auen of Hopewell in 1959. The couple moved to Colonial Heights 32 years ago, and moved again in the Hopewell Times-Dispatch state staff HOPEWELL Riley E. Ingram will step down as Hopewell's mayor Dec. 31 to assume new duties as a member of the House of Delegates. Ingram said yesterday that the City Council will appoint someone to fill unexpired term as the Ward 4 representative.

Applications for the council seat will be accepted through Dec. 6 from registered voters in the ward. Ingram's term runs through June 30, 1994.
